Caltrans project delivered for RV Concrete, Inc.. Malibu, California, along Pacific Coast Highway / Route 1. After debris-flow risk developed in a Malibu drainage above Pacific Coast Highway, GRW was engaged to install a debris-flow barrier for a Caltrans emergency project. GRW’s scope included barrier installation under constrained canyon access and public-roadway coordination requirements. Collapsing hole conditions required an anchor redesign during construction, field collaboration between Engineer and GRW allowed quick resoltution to challenging sub surface drilling.

Unpredictable Geotechnical Conditions: The Malibu canyon environment presented highly variable ground conditions. During subsurface drilling, the crew encountered collapsing hole conditions that threatened to halt progress. This required immediate, on-the-fly collaboration with project engineers to completely redesign the anchor system in the field, ultimately utilizing two-component cable anchors to secure the barrier.

Severe Access & Spatial Constraints: Navigating a tight drainage channel left virtually no room for error. The team had to meticulously plan and carve out access for heavy equipment, including a 20-ton excavator-mounted drill and purpose-built mobile grout plants, operating within a highly constrained canyon footprint.

High-Stakes Traffic Coordination: Because the site was situated directly above the Pacific Coast Highway (Route 1)—one of California’s busiest and most critical coastal arteries—the project required seamless public-roadway coordination. Managing staging, equipment access, and traffic control without disrupting the flow of the highway required precise logistical execution.

Emergency Timelines & Weather Threats: As an emergency Caltrans project responding to recent wildfire damage, time was of the essence. The team had to race against strict daylight limitations and impending winter storms. Preventing a catastrophic debris flow meant the barrier installation had to be completed flawlessly before the wet season arrived, leaving absolutely no margin for schedule delays.

Debris-flow barrier installation, drilling, grouting, anchor installation, barrier assembly, and field coordination around access, water, traffic control, and staging. GRW planned the work around equipment access to the drainage, installation of deep anchors, grouting, and barrier assembly. Creating access for a 20-ton excavator-mounted drill allowed GRW to perform continuous, unobstructed work once mobilized. SPRAT technicans for working at heights on the barrier and rigging were essential. 20-ton excavator-mounted drill, and purpose built mobile grout plans. Two component cable anchors were utilized to overcome challenging ground conditions. GRW coordinated with RV Concrete and Caltrans, adapted to changing ground conditions, and advanced a constructible anchor solution while maintaining the emergency barrier installation objective before winter storm exposure increased.
